The guy whose photo you showed as DC Traffic Director is M.O. Eldridge. He was active in the meetings of the National Safety Council and the American Society of Civil Engineers. They worked on the UVC and the MUTCD. ITE's TRAFFIC DEVICES: HISTORICAL ASPECTS THEREOF mentions him a couple of times but doesn't have this photo.
