"Drivers on LSD"....Took me a minute to connect that to Lake Shore Drive. Of course drivers on LSD are going to cause problems!

Road narrowing might be a good method in the US where drivers are used to wider roads and hesitant on thinner ones, but my anecdotal experience in the UK is that people tend to drive more.. /creatively/ when there are various "traffic calming" obstacles in the road to "slalom" around.

One thing that seems to work here (and particularly in the Netherlands) is when the road ramps up to the same level as the sidewalk, but that wouldn't work on the stretch of road you're highlighting as I doubt it has any pedestrian traffic at all and US drivers seem, to me, to be less affected by pedestrian activity.

On the road you're highlighting, I'd probably go for road-wide rumble strips or a speed camera (shock, horror, a driver advocating speed cameras, but if it's marked well in advance and the limit clearly posted, there sounds like a major safety issue here that would warrant it).
