		<description>Interesting article. I need to read the study, but I have mentioned to Sarah before that she should check out Burlington, VT. I know it is not the population center of the world, but NO RTOR's are prevalent and LPI's are everywhere. 

Just moved to New Zealand and NO RTOR is the norm. As are LPI's. Congestion is a way of life for vehicles. They deal with it - sacrificing vehicle service for ped and bike service.</description>
