		<description>The article referenced the bottleneck problem on the suburban highways as they lead into the Big Dig area in Boston.  The Minnesota DOT has taken a pretty effective approach to working on congestion in the Minneapolis/St.Paul area that is pretty much the opposite of the Big Dig.  They are doing a lot more small scale projects that are aimed at removing bottlenecks instead of adding miles of new lanes.  This is an outcome of the limited funds they have to work with.
