you could add it to the fuel tax. One would also pay as you drive (or sit in traffic with idling engine- then you pay).

One could reduce CO2 neutral biofuels as e.g. biogas, sustainably produced vegoil or really green electricity.
With this it could also have the effect of de-centralising the fuel market as many can produce their own fuel instead of relying on large scale industry :)

Same effect but much simpler, less bureaucracy, less costs and no privacy concerns. 

But that's not the egenda of modern governments, isn't it?</description>

The fact that only the driver has access to the data stored in their car will never prevent the police, and lawyers in lawsuits, from getting access to it with a warrant or subpoena under most legal regimes.   Your car will betray you and tell them where you were on the night of the 23nd.

And it's very hard to anonymise such data.  You can strip my name off a set of records, but if they start or end at my house, you know it's me.

Per km pricing without time/location is of course easy to do from the odometer, or even more simply from the gasoline tax, which has the added benefit of taxing the gas guzzler.  And this also taxes the tourists.</description>
