Now there's an interesting thing.

Over here in NL we have quiet motorways. There has been research into quieter road surfaces here since the 1970s, there are noise barriers and also speed limits on motorways are reduced when they pass near to people's homes. As a result, the noise levels both inside and outside cars are low when travelling at speed.

However, come off a motorway and go through a village (many of which have 30 km/h speed limits) and you'll likely be driving on cobbles which make a horrible noise. I'm sure this helps to keep drivers at reasonable speeds where it matters most - where they are likely to come across other people who aren't in cars.
