		<description>This seems like a real apples and oranges comparison to me.  The only way I can make it make sense is that when you're so drunk that you're just about to pass out (at which point your accident rate goes to 0) your accident rate is 15x.  But getting completely stoned leaves you at only a maximum accident rate of 3x.  Something like that?</description>
